HUMAN RESOURCES SERVICES DEPARTMENT POSITION PURPOSE:
To design and implement a comprehensive recruiting and retention program to meet the demanding needs of Beaufort County School District (BCSD) to include coordination and oversight and management of the district's alternative certification program.
The Director of Recruiting and Retention monitors recruitment and retention procedures by managing a team of Talent Acquisition Specialists and District Mentors.
Under the leadership of the Director, this team plans, develops, and directs processes that enhance BCSD's recruiting and retention programs, policies, and procedures.
This position is also responsible for ensuring that BCSD's hiring policies are fair and promote diversity.
Essential Functions:
Recruitment- Motivate, grow, and sustain a standard of excellence among the Talent Acquisition Specialist.
Drive talent acquisition best practices that support the overall objectives and talent needs across BCSD, ensuring compliance with not only applicable state and federal law, but district policies and procedures.
Oversee the development of recruitment strategies and execute programs that source, attract, and retain diverse, top-quality candidates and ensure an efficient, high-touch candidate experience from application to hire.
Develop, implement, and oversee recruitment, selection, and/or interview processes in accordance and compliance with state, federal statutes, including Equal Employment Opportunity Commission (EEOC), Title IX, and the Fair Labor Standards Act, as it relates to the hiring process.
Proactively identify and address hiring needs of the schools within the district.
Develop and adjust processes and procedures for activities including recruitment, interviewing, screening, on-boarding, and retention strategies.
Proactively implement and manage an effective, flexible, and scalable recruiting process to attract and hire top-tier candidates by analyzing results annually, identifying trends, and making changes as needed.
Identify optimum recruiting opportunities and represent the district at key recruiting fairs and events.
Develop, nurture, and maintain active relationships with college/university career teacher preparation programs.
Facilitate the planning and coordinating of the annual district teacher job fair, transfer fair and/or participate in planning of regional job fair.
Retention- Ensure that all new-to-career teachers, and those new to Beaufort County have ample support through the oversight of a comprehensive Induction and Mentoring program.
LEAP (Alternative Certification Program)- Provides curriculum management, instructional alignment, and assessment best practices to develop candidate proficiency.
Gathers, monitors, analyzes and utilizes performance data to assist with the program and candidate development.
Interviews and recommends highly qualified teachers to instruct course modules.
Oversees the instructional program and assists teacher candidates in personal and professional growth.
Manages LEAP program budget and accounts.
Attends all required meetings.
Develops and submits reports and accountability practices as required by the superintendent or his/her designee.
Monitoring the teacher's progress in completing the program requirements.
Evaluating the teacher on identified Performance Standards.
All documentation will be used as evidence of met competencies.
Completing, and submitting all records, forms and assessments as required by the South Carolina Department of Education approved program.
Human Resources Leadership- Work with the Director of Personnel regarding South Carolina certification processes to ensure certification requirements are current and accurate.
Work with the Director of Human Resources to identify staffing allocations and vacant positions within the schools.
Coordinate the placement and recruitment of student teachers and interns from educator preparation programs.
Collaborate with other district leaders in making accurate staffing predictions based on projected enrollment numbers.
Oversee the employment application process, monitor for effectiveness, and make recommendations for changes as needed.
Promote diversity in the workplace and ensure recruiting strategies attract diverse candidates.
ADDITIONAL DUTIES:
Performs other related tasks as assigned by the Chief Administrative and Human Resources Services Officer, Superintendent or other district office administrator as designated by the Superintendent.
Qualifications:
Graduate Degree, or an equivalent combination of education and experience.
Valid South Carolina Administrative Certification preferred.
Experience:
Minimum of five (5) years of experience as an Administrator in K-12 education or a minimum of ten (10) years at the Continuing Goals Based Evaluation (GBE) level or equivalent.
Minimum of three (3) years of progressively more responsible experience in educational administration preferred.
